To qualify comics must be standard issue and mass produced (not one-of-a-kind) and have recent sales supporting the value.

Those listed above, other than Batman Adventures 12 and New Mutants 98 were extremely limited print runs. New Mutants 98 having the largest print run of the entire list, although ones graded near the top are nearly just as scarce.
